I’d say “Not Good” is better in the sense that the album wasn’t bad enough to actually get a 0/10. Not good (a lot of Nav & Logic albums) just seems to be a catch all term for a very forgettable project. 0/10 usually happens when an artist tries to come up with a great album concept that fails miserably (Speedin Bullet 2 Heaven, The Big Day), if that makes sense
