Is Miles Morales capped at 30 fps too when rt is enabled?

I feel like these consoles should be able to handle 60 at least...

They got a new 60 fps RT mode but it's only 1080p

Raytracing is hard even for higher end PCs. Miles morales has a RT 60 fps mode but the resolution is like 1080. It's a pretty fair trade off and the raytracing is more limited from what I can see.
