I think in terms of foreign policy this is definitely going to be true.

But I think in terms of domestic policy and structural changes Biden’s administration will be a lot more left than people assume.

That wasn’t the 2000 election (where it can be reasonably debated that Bush may have lost). Unfortunately, Hillary lost fair and square, she knew the rules of the electoral college and flat out lost.

Now do the rules need to be changed to fit the modern US? Yes, definitely.

Gotta remember that Trump supporters are less worried about COVID, and less likely to worry about voting early or by mail. Plus conservatives historically holding out for Election Day, and Trump telling his supporters to do so. Taking all that into account, the early vote skewing democratic among independents isn’t all that surprising.
