late reply to this but if this happened it'd probably be a net balance which is why it's unrealistic. like if wider NYC left NY and became its own state, NY would basically become a purple or red state, so it would essentially balance back the congress, it wouldn't be a net benefit to democrats inherently. the same could be said largely about other states; could you imagine if the wider bay area became one state? CA would suddenly become a nevada clone for voting patterns. DC is a strategic chip for dems because there's no counter-balance, it just becomes blue immediately and there's no state it unbalances in turn

Well, yes, it'd only happen if a Team has a complete grip on the state senate. It may only be California (and LA county, at that) in which this is feasible. Just a hypothetical situation, as there are 19 cities more populus than D.C. so it makes for an interesting question, especially as the urban-rural divide continues to grow (as it has for a long time)
