Def gonna cost a bit more because you also have to keep in mind MPF (merchandise processing fee) and duties/taxes. It all depends on what type of product your shipping and the value being declared.
Some products are easy (clothes, hardware, labels, etc - just using dumb/easy examples) and some are controlled/regulated by numerous government agencies (chemicals, instruments/machines depending on their capabilities/function, & intended use, etc) The more controlled obviously the more difficult
