I’ve actually looked into this before lol. Octopuses are actually incredibly intelligent, have complex communication, and can solve pretty complex puzzles.
There’s two things that limit them greatly tho:
-The octopus isn’t born with living parents, pretty sure the mom dies when giving birth or something like that so there’s no way to pass down knowledge generation to generation
