This is debatable.
Both the hand dryer in the bathroom (or the hanging paper towel) likely have much more bad bacteria on them than your own genitals. Also, the sink knob and the door handle of the bathroom.
Best practice would probably be to leave the bathroom first and then use hand sanitizer. You’d only really need to wash your hands if you pissed all over them.
