He did Hoover because Drake is one of the few people who really pushes the best out of Ye these days and he wanted to prove to Drake and the general public he could still be a great performer if he tried.
Without that motivation, I don't think he really gives a s***. I also think live performing kind of bores him in general, which is why every tour starting with Glow In The Dark had some sort of spectacle or concept attached to it which made it stand out from regular shows.
