largely just a matter of categorization, O Rod and (arguably) Zach Bryan both just had #1 successful rock albums basically but they aren't primarily classified as that
if the O-Rod album was made by some band of cacs with a prominent guitarist instead of a solo artist, publications would be proclaiming it the return of rock music or something
