depends on the person who did the song with him and their background, idk what the influences were but it probably came pretty naturally considering most of the songs on 808s apart from a few use those dissonant chords and quite a few use upper extensions (harmony with extra notes to sound more cinematic)
Say You Will is an elite arrangement because for the verses the bass note just stays on C for the entire verse and the chords just switch right around which is a pedal point. The fact that low C doesn't move creates a f*** ton of tension that keeps building and can sound suffocating to the ear. Then right as you enter the chorus the piano player bounces up to the relative major (that dun dun) right before the "hey hey hey hey" part which releases all of the tension and makes the chorus sound so much bigger

I've never been that interested in contemporary music making, I don't mean it as a put down or elitist but it's always been kinda boring whenever I have done things with people and you only really only have 3 sections of a song to do compared to classical or jazz
