Rick Ross picks his beats, writes his lyrics, lays his vocals, I'm assuming helps exec produce his projects since he's pretty hands on with that stuff. these are all parts to the sum that equal the creation of his art. Hence making him an artist. A recording artist who makes rap music.
Also if the things that I mentioned sound silly to anyone, think of it as an artist who makes collages, and music as a collage of sound. It's all art.
