the aiming in this game seems very odd based on watching the gameplay. I can't tell if it's auto aim, tracking/homing, delayed, etc. it doesn't look like hit scan to me, correct?

Depends on character. Some have bullets/shots, some have soft lock, some have lock on beams, some just have free fire beams. Plus the aiming is weird in this game cuz aiming to the right of your enemy is more accurate than aiming to the left
