It's more the context of how they lost against the Warriors in the 17-18 season. They get a slight pass for the 18-19 season since CP3 went down. However they lost the close out game in spectacular fashion (granted they were at Oracle), and then got beat at home in game 7. Two years back to back where they could've actually beat the Warriors, but they blew it.

I will say that people are hard on the Rockets for sure, but like...we haven't seen them make many changes to their formula. You can't keep putting out the same team (for the most part) and expecting success. The scheme been exposed.
