Neil has had this in his Twitter header for about 2 years now, so we know that this new game has been being written and worked on for at least 2 years . And a few months ago Neil said that they are deep in to the development stage for the game

I still think it’ll be a while until we get an official announcement, but I don’t think we are extremely far away

Also ND is a giant studio, so they had their own designated team to work on Factions. And I’d imagine the rest of the studio had been working on the new game
