??? This was 2015. His breakout single Chillin' came out in 2009. The MMG era was 2010-2014. Wale had arguably already peaked at this point.
Also why shouldn't he have put it on a mixtape? It's not hit material. It's not even a particularly good song. Wale didn't miss out on anything. Compare w/ Jukebox Joints from the same period, a song Kanye passed over to Rocky, with a similar lack of effort on Kanye's part. Rocky put it on his album, gave it a video, and it barely charted.
