You have to realize that high turn over was what the Hot 100 was until the 90s, go look at some of the years from the 70s and 80s when it was nothing to have 30+ #1s. This year is unique because Billboard weakened User-generated videos (which was previously responsible for the longevity of hits like Old Town Road and Bad Guy) in their formula and streaming and radio impressions are down due to COVID-19.
I may be wrong for this but i dont like Billboard at all in this era. They've always been sketchy but it totally feels like now they partner with some labels/A+ artists and plants and look for ways to get them better points for the charts. Feel me?

There have always been credible allegations of labels buying song placements on radio playlists and purchasing albums to inflate sales. Some of the #1 songs from the 70s and 80s are just straight up fake. With the exception of the bundle nonsense this is probably the most accurate the Hot 100 has ever been.

I have this weird feeling that it will take a while for streaming to fully recover from these past months. Crazy how this year had the highest peak numbers in the streaming era and the lowest numbers since 2016.
