Pitting Batman against the Joker is a cheat code for an active protagonist with agency vs a good antagonist that challenges the protagonist and pushes their development to where it needs to be, by virtue of their character traits.

Batman is (traditionally throughout most incarnations) a detective who thinks he has no limitations. The detective archetype (on paper) is in itself a cheat code for an active character with agency as they're whole shtick is solving a mystery using their wits and will. A character who thinks they have no limitations is just asking to be challenged by an antagonistic force who shows them they do in fact have limitations...

The Joker is pure chaos and doesn't give af about any sort of order. He can push the limits of Batman, thus challenge Batman's arrogance of having no limitations and expose Batman's want vs need (whether that be something involving Robin or choosing between Rachel Dawes as seen in TDK). This ultimately takes Batman to where he needs to be.

Salute Sherlock and Moriarty for setting that blueprint

Alan Moore also for developing Jokers mythos and identity beyond what a gangster and clown.

For as much as we talk about modern day Batman being Frank Miller we don't talk enough about how modern Joker is Alan Moore

Literally every major iteration since The Killing Joke is fruit off Alan Moore's Joker tree. Mark Hamill, Nicholson, Ledger, Phoenix, the comics...it's all Moore.
