I don't remember Steve doing anything that brutal, but I haven't seen the first Cap movies since it was in theaters.

But which acts are you referring to? I don't remember any of the Avengers capturing someone and then killing them. Maybe I'm wrong though.

It looks bad because the guy surrendered and the way he killed him was pretty brutal.

Maybe they've done it to aliens or monsters, but I think that's viewed differently.
