Fury definitely should’ve been in Endgame given it was a full circle callback to the entire Avengers series, including being a spiritual remake of the first film in major ways. But I think the omission was intentional in order to avoid the risk of the entire movie being a feature length retread of the safe house sequence in Age of Ultron

Phases 1-3 worked because from A1, we knew we were heading to Infinity War eventually
