The decision to wait until 2021 to hire a director of football was a massive oversight for the largest club in the world, like you mentioned.
A director of football especially around the time of losing Ferguson and David Gill would have had a massive impact on the long term structure of the squad. The Glazer's appointed Ed Woodward. A proper owner who prioritizes football would look past the "conventional British consensus" at the time and look to the future and the structure of our peers globally.
Ten Hag's knowledge of the Ajax system/structure gives me hope he'll at least attempt to implement a similar structure. Rangnicks track record at RB (as a director) also gives me hope.
My issue is football has never been the priority with the Glazers, it's everything else. (ex. finishing second with Jose and signing Lee Grant, Dalot and Fred) A director of football would have had the authority to speak to those types of decisions which I think is the real reason we did not see one, until the club was in freefall.
It's hard to imagine that we would have the current collage of players for different types of systems, if we had a structure in which prioritized the football at the club. If this had been the case there would be little need for a massive overhaul, like is expected this summer/happened to some degree under Ole.
Say what you want about our former managers but they have all had pretty interesting things to say about how the club is run and who holds the power. I still rate Moyes pretty highly and think he was the worst victim out of the past appointments post-SAF. He signed a five year contract, inherited a squad that was entering a transition period and was given Felliani and Juan Mata.

Some on very promising players - Depay, Schniederlen, Darmian. That he couldn't get the best out of them, well that's on him.
In that article he's complaining about pre-season tours to USA, it's utter bollocks. We're not the only big team that goes there for pre-season. It's a s*** excuse. We went there under Sir Alex too.
Signing a player is always a gamble - there's an abundance of factors which are gonna dictate whether they're successful or not. But it should be a calculated gamble. Some of these players that got brought in were just braindead decisions. Scouts can do all they like but if the manager is insisting on Schweinsteiger and Mata and Matic then its pointless.
And this view of Van Gaal that 'United can buy anyone' and therefore we should. It's not what this club is about. We're not Madrid that we're buying galacticos. I don't wanna support a PSG or City. We build teams here - young, likeable, promising players. When him and Mourinho talk its always 'oh I didn't get the players I want'. F***ing develop players man. The best signings are the likes of Park Ji-Sung, Vidic, Evra. But all these managers wanted a shortcut - Van Gaal could have had Mane, he wanted f***ing Neymar instead. I agree with you every sacking has been justified, but not a single manager was set up for long term success.
I want:
a manager to be backed financially
a structure in place that will allow him to spend those finances in a manner that makes sense for the long term success of the squad/club (DoF)
Both are possible

re:LVG vs Mourinho is the great example of the Glazers ineptitude. Two vastly ends of the spectrum in how they manage, and develop players which you pointed out.
I completely agree in regards to the Galticos thing though, under Sir Alex the ethos was much more about building up young players, while consistently adding competition to the players who were at their peak/prime in the squad. I hope we return to that
