    apparently City found out about this in July, so HOW TF were they allowed to go and spend 500 million and f*** up the market in the summer

    One explanation could be that they expected to be hit with just a transfer ban so they went all out.
    The magnitude of cheating is massive though, I don't see how they avoid a way more severe punishment and I think that just a slap on the wrist would create outrage from other teams and the public, even legal complaints.
