Of course you have to be huge to HEADLINE anything but small artists also perform at those festivals and I can list you small acts who have performed at more festivals than the biggest acts. All that means is that you have a bigger name and like I said, there are other things you can use to measure that better than festivals. I agree with some of the things you mentioned but a couple of them overlap or don't really matter as much.
