Because landlords are a parasite on society, sucking money from the working class, profiting off their labor and exploiting them
Do you think the government should own all property and parcel it out to people at their pleasure?
Genuinely interested in what you think a replacement for landlords should be in a pragmatic way, not idealogical.
Get a life lol

No, not at their pleasure. The first step would simply be targeting those who do not have homes, and using social housing initiatives to take as much steps as we can to eradicate homelessness. thats a national level project, as probably would be upgrading the homes of everyone else to meet certain standards.
as for other things, can probably be handled better at the state/local level

I agree way more should be done and can be done for safe, cheap to make, and completely acceptable housing for homeless people.
Aside from that I don't get how leaving the job of a landlord up to the state or local governments is any better then individuals owning property and renting it out. Tbf not every state has reasonable rent control laws, there needs to be some sort of oversight.

because the government doesn't play the role of landlord. any role is strictly administrative, not profit seeking

I understand that, but I believe the ability for individuals to own real estate is important. It shouldn't all be controlled by the government, but I get you have a different POV here.

It's really not important for people to be able to own real estate lol

Well most things aren't actually that important but that's ignoring the reality of the world.
All that really matters is love and health and nature, but humanity and society is in the way of that whether we like it or not. So imo given the hand we're dealt I don't think we'd be better off letting the government handle all of the real estate in the country.
The government has no incentive to make a profit off real estate in this hypothetical scenario. If it was all given to the government who knows how much control they'd wring out of it. I just personally think it's naive to expect things would be more fair if real estate was completely out of the individuals control and left up to the state.

i don't care about the hand we were dealt lol, i care about changing it.
