Nothin On You and Billionaire are his songs. He made them. He’s just not the singer of the hooks. In fact, Nothin On You was originally a solo song but executives didn’t want him as singer because… he wasn’t marketable in the US because of his race. I guess they were kinda right.
His debut album is pop and reggae fusion with rock n roll and doo-wop influences. So yes, he was doing music influenced by other artists that he grew up listening to like 50/ rock. Isn’t that what almost every artist does? Make music inspired by their influences, especially their debut albums? Or do you want him to create a brand new genre?
I just don’t see how his entire discography is “covers” like you said. Just The Way You Are and Grenade are pop song, but he didn’t create pop music… so they are covers. Talking To The Moon is a ballad… but he didn’t create ballads, so that’s a cover. This makes no sense. Do you also apply this logic to other artists? Is Beyoncé’s Virgo’s Groove a cover? Rihanna’s We Found Love? Adele’s Someone Like You? They are certainly not original.
But I don’t understand how Rihanna’s mediocre discography (which is absolutely not innovative at all) makes her a “generational artist” because of the amount of hits, but Bruno just sings “covers”.
Since the VZ will start, let’s just say it’s basically because he doesn’t appeal to you and most young adults in the US, he’s just not an interesting artist to you and that’s ok.

Okay, my mistake, he and his team did write those 2 songs. And yes, everything is influenced by something but I think the music that stands out is what it is doing beyond just that. Bruno pulled from all these sounds but as a songwriter, he didn't differentiate himself in anyway from the many other pop artists of his time. He made likeable and agreeable music that appealed to basic white girls until 24k Magic which appealed to White America as a whole through agreeable and whitewashed versions of pop/funk/r&b/soul sounds of the 80s/90s.
We Found Love was a bold song for its time because it was arguably the first big pop/edm crossover song with a drop that essentially defined the next 5 years of radio pop trying to recreate that. There's a reason nobody remembers the edm crossover songs attempted by many big pop artists at the time from Katy Perry to Kesha to Ariana Grande but everybody still remembers We Found Love because that was the standard. Also, I think Adele and Bruno are on similar footing as far as artists with nothing that makes them standout in any particular way besides their ability to entertain and sing. Virgo's Groove is a 6 minute r&b/soul/funk song that is dynamically changing through the course of the track and doesn't play to radio pop sensibilities. How is that a cover song? Every Bruno song is effectively a safe ass 3-4 minute song that takes every technique out there for todays pop songwriting.
Also, can we stop this nonsense narrative that Bruno wasn't listened to by Americans until 24K Magic? He performed at the Superbowl twice before 24K Magic and had several #1s. He is as white america friendly as you get. His music was as safe as a musician can possibly get
