It’s very smart political strategy. Distracting people from him being a rather unpopular governor by changing his image to become “the anti Trump”.

Especially when considering the Democratic Primaries happen before the General Election. So if the Dem Primary voter electorate sees you as the most obvious leader of the Trump opposition movement and the most effective at needling Trump, then you’re going to boost your odds of winning the nomination.
