also, its not dumb, twitter allows for real time information
even if only 10% of americans use twitter
those tweets, communicated in real time, can then be used by news and media outlets to spread the information
the alternative is the white house announcing a press conference, delaying the time from an hour so everyone can try and tune in, then have the news outlets summarize and post about it
twitter is way more effective

those are reserved for immediate emergencies
receiving texts from a president like tweets may just cause people to not put much stake in them, then ignoring them completely when it could be something really important
the texts are reserviced for messages of the UTMOST importance
