If I am realistic, both Sean and Rocky could have been in the big 3 if they were consistent they could definitely beat Cole. But both slowed down somewhere around 2017.
But its cool, you don't have to be in a big 3 to be a legend and I don't think Sean should chase that title. Just drop good music and you will be rated highly by the fans anyways.

Sean had way more hits than Cole at a point. Maybe still does. Cole just stayed consistent with its output. I am not even hating on him but the reason why he always sat comfortably in that #3 spot is because all the competition just got slower with their output.

My last posts make me sound like a Sean fan but I am really not. Only liked the song with Wayne on Detroit 2 and no album of his was ever in my rotation.
