That's irrelevant, he didn't have big names on his album and there were barely any songs on it that were meant for radio or for clubs, I also don't think they tried to push any of the songs
Drake's biggest hits in the last few years are also with other big name artists, either that or when he tries to push some social media challenge that helps blow up the song even more

Going #1 also significantly easier now than it was 5+ years ago, look at the uptick in artists going #1. Kenny hasn't released much music since whatever changed
