I personally don't think it's incoherent, it's got some disses towards Kendrick and is mainly his "attempt" at trying to reclaim the narrative in regards to Kendrick's claims.
People are overanalysing "the person feeding you info is a clown" + "it was him and his team" - it's obviously about the story that he's a rat, that's why he mentions it before and talks about streets would have me hiding in a small town... I get it's fun to overhate rn but like I think it's a weak dig to go oh huhuh he's calling himself a clown, checkmate.
I have my bias around the "fake info" so this part just depends on what you believe, there ARE people who aren't necessarily Drake fans that would believe him. It's just one of those things -regardless of if it's true or not. It's his attempt at trying to reclaim the narrative, the bars going through it are good and the way he owns "Master Manipulator" works.
