our foreign aid provided is 60 billion. We don't employ our military in foreign conflicts, we provide military foreign aid which needs to be approved by senate. National security is 45%. Budget is 2 trillion. It's just maths any way you slice it
Edit if foreign military aid was contingent on purely military actions Biden wouldn't need to get senate approval for funding...
