Maybe I should clarify, when I say best I mean not only in their skill but have an overall positive and uplifting message aimed at progression and betterment of rap and community in general.

Drake was never the most skilled

Wayne I agree with

50 was never really the most skilled

They all had a great commercial peaks and influence but even then you can argue long term it may have done more harm than good to the genre and general community.
