I think it all boils down to how much the listener enjoys the album. A shorter album works better if the tracks have great replay value because that means it will likely get played more times than an album with more tracks, which in most cases, even if it's enjoyable, will be a lot of work for most people to run back several times a day.

Well people consume music in the time they have. On their commute to work, in the gym, on a walk, etc. They press play when they start and stop when they're done. Sitting down to listen to an entire album I think is uncommon consumption.
So if you have a 40 minute commute and press play on an album where every song is 4 min, that's 10 streams counted towards billboard once you're done. If every song is 5 min that's only 8.
