Drake has done a great job throughout his career of walking that tight rope. He’s got songs that are straight pop songs (HOWGH, One Dance) but has enough songs that aren’t pop at all that people don’t lump him into the pop category. Allows him to get the commercial success of pop stars while staying in the Hip Hop cultural discussions

You can be a pop star in any genre, correct, but the genre of music they make is pop music. They’re not rappers, they’re pop singers who incorporate rap into their music.
Nicki and Drake, on the other hand, are rappers who incorporate pop elements into their music. There’s a big difference.

I'd call Latto, Meg, Saweetie & Coi Leray rappers because they actually rap most of the time. Doja Cat does something similar to what Fergie did back in the day: sing most of the time but drop an 8-bar rap verse every now and then.
