To perform in America he isn’t going back to a black venue . Maybe if he did Super Bowl but even then it’s too soon and I think he shouldn’t do it . Also again he does in the apology letter that people didn’t read . This isn’t an every single group he insulted gets an individualized letter and interview where he apologizes to them moment . If you never want to listen to him again cool .
Any apology he put out directly to black people would be called phony pr speak when again in general it will take time . He isn’t rushing to go to or perform at BET awards immediately
Also I think some want an apology just to reject it .

I don’t think it can come down to a vote . If they really issued his visa they would have to reject the visa they issued . Setting a very weird precedent to me . Especially since nothing new occurred since they issued it
