Nah, there are plenty of potential hits throughout history that didn't pop for one reason or another, often bad promotion.
Take a look at the Spin Doctor's first album. That didn't move any units for like a year, but they kept touring with it and pushing it and eventually it went like 5x platinum or some s***. If they gave up though, those songs would have been potential hits that didn't hit.
Also, and this is just a taste thing, but OTG and Hurricane blow W2S out of the water
