combination of a lot of things. same venue means same market, and because it's so soon since the last one people are less likely to travel from out of town for this one cuz that costs more money. the event last time was lowkey disastrous, started almost 2 hours late and then played a half finished album, people probably don't want to go through that again. it isn't getting promoted as well. and "album release event" isn't nearly as well defined as "listening party" a lot of people probably don't even know what this is.

I think people are wondering because for the first listening party, it was announced that Apple Music was streaming. This one has been announced but no stream was announced with it.
