Part of it for arenas and stadiums is that the staff has end times in the contract and going over results in really big fines for the artists (I guess there's a work around for sporting events). So the curfew is more on the venue's part for these sorts of things. Realistically, whatever Kanye is gonna make off merch is way more than any fine so he's gonna push as long as he can.

But also as someone else noted, outdoor events have noise related curfews as well.
