Vegas wasnt far from finished, I think he just decided to add a bunch more songs which ultimately led him to miss the date.

I think he started planning the 3 party theme about 5 days before the second party

Yeah it's definitely not a manufactured or planned ahead of time rollout, it's all just a reaction to missing deadlines ultimately and not having pieced the album together properly yet
there wasn't an all encompassing clear direction on the album like we'd become used to on albums like Yeezus/ye/JIK, and I do feel like it turned into him finding out what this album is by changing s*** up just to see how it lands like he probably normally does in the studio
If the next listening party is close to either ATL1 or 2 in sound with potentially some songs and features cut and not a complete departure from either in sound I would feel more confident in it dropping, but even then it's Ye

The songs he hasn't showcased yet, like lotp,bwis,glory are the ones that have been finished for quite a while. I think it was intentional to save them up until now.
