recreating or trying to make something very similar would probably be the best way to learn if you don't want to go through an hour long starter video.

To make something similar to that image you dont need much beyond the basics -
Learn how to mask using the pen tool and some more advanced methods for things like hair
Figure out blend modes. All the texture in that picture come from some (probably) free overlays. Also the reddish tint is probably from an overlay as well.
Mess around in the adjustments tab. Really up to personal preference but just trying extremes for each effect is very useful. In that picture they made it very dark which you can achieve through levels, for example

Each of those steps probably take 5 mins each. If you ever are unsure of how to achieve a certain effect, just use the search tool in photoshop.
