In the Northern United States, eventually, there was a system of elected constables and sheriffs. But as black people, immigrants and poor white workers moved to the North, the wealthy elite who ran the various municipal governments hired hundreds and then thousands of armed men to separate from the impoverished folk, by force if needed. This class conflict led to a lot of major strikes and riots.
Those who typically become Cops are white and now republican.
