J Cole is also influenced by Pac too.
And a tons of street rappers like Game, Durk, Polo G, etc. draw influence from Pac.
And many rappers overseas draw influence from Pac, 50, and Em.
Jay also has a song produced by Ye that's directly inspired by a Pac song("02 Bonnie and Clyde") and Nas drew inspiration from him in some of his songs as well.
Ye has influence for sure but Pac just influences a wider group of rappers from the 90's rappers to some Gen Z rappers.

There would be no Ye without Tupac.
Tupac and his attitude / philosophies are literally the blueprint

That's what I mean, people take it for granted how he influenced people since it's already multiple generations of rappers since him that have been influenced by him. But if you trace by the influence it leads to him and a handful of other key influences. Kanye is yet to be proven on this front.
