i agree with people about protecting local agency but if the US had a popular vote you'd still have lots of devolution.

the UK votes by constituency/area but is one of the most centralised countries in europe, whereas places that just vote with a popular vote or proportional representation often have more devolution.

why do people think the electoral college protects devolution? being able to vote for a governor, senator and rep separately from your president protects that. we can't vote for a PM separately from our members it's all the same vote so the case for voting by area is stronger here (altho i still disagree with it)
