Was Cap 3 originally a “let’s find Bucky” story and they added the Civil War stuff to compete with DC’s potentially huge BVS, which explains why the Civil War stuff feels so tacked on in the film? It’s done by the Russos, who take direct inspiration from BVS in certain shots for Endgame

The visuals
The mythology
Antagonists that aren't just a pack of monsters and aliens but are human and some we care about.
Great performances and a ~decent story with a nice modernization of an older character.
