You can make the argument that The Game is a better rapper and was more consistent in his career but Snoop's peak and level of fame transcends rap music.
People's grandparents and third world villagers who don't even listen to rap know who 50 and Snoop are(generally). Ross and Game don't have that.
I'd say Ross can spit a little better than 50(though 50 gets underrated in that department) and he hasn't made an album worse than Curtis but 50's just in a different stratosphere as a hip hop icon.

We had classic Ross verses on MBDTF, Take Care, Life Is Good. BMF the song was huge and shifted the sound in mainstream hip hop. Rich Forever was one of the most hyped mixtapes OAT. Meek and Wale came up under his wing and became hip hop stars.
Meanwhile 50 kept trying to make comebacks with subpar singles, albums and tapes.

50 just a weirdo troll with 1 dated ass diamond album that honestly isn’t even good.
Man raps like his mouth is still wired shut, has no range of emotions. Hasn’t done anything musically good for an entire decade plus
I never wanted to bring up album sales because these two artists are really completely different when it comes down to it: one had 1 critically acclaimed album (some will argue more tho I’m sure) and the other has a discography of consistently good music
