It’s “choking” if he was initiating the physical contact or trying to harm her, it’s “grabbing her by the neck” if he was trying to defend himself or move her off of him physically

Dv is one of THE hardest things to prove legally and socially. In the context of dv, it COULD be the case that grabbing someone by the next also involves physically moving them away from you bc it's the only visible or reachable body part you have access too to get someone off of you.
Choking someone is intentionally stopping the flow of air for a person which leads to heavier intent such as wanting to kill someone. Legally these two distinctions WILL be made
