No, Disc 1 is likely going to be divided up by 2 LPs since each side can only hold so much music. Same for Disc 2
My copy of House of Balloons is 9 songs spread between 2 discs/4 sides
It’s not abnormal for vinyl whatsoever

- Donda is 27 songs on 4LP
- Hurry Up Tomorrow is 22 songs on 2LP
- MUSIC is 30 songs on 2LP
- I’m the Problem is 37 songs on 3LP
What determines the LP amount is the runtime, not the amount of tracks:
- Mr. Morale is 1 hour 13 min
- Scorpion is 1 hour 30 min
- Donda is 1 hour 49 min
- Hurry Up Tomorrow is 1 hour 21 min
- MUSIC is 1 hour 17 min
- I’m the Problem is 1 hour 57 min
You could have a 40 track album but if it’s 25 minutes in length altogether it could be 1LP
This being presumably 4LP means the album is probably close to at least 1 hour and 40 minutes long
