So thus far it seems they are not claiming to have hit the US Consulate, supposedly only really western media saying that.
They did take explicit credit for the Mossad bombing and said they destroyed it completely

Regarding proxy wars, this has been the status quo since people got nukes after WW2
There was basically an unspoken rule that the USSR and the U.S. would settle their differences on the terrain of national liberation movements in order to avoid hot war between both powers
This has obviously continued after the Cold War, mainly with Iran and the Russian Federation and some of their allies.
Most of the low-intensity conflicts after 2008, excluding ISIS where all these sides agreed on the same goal, have been inter-imperial proxy wars
I won't lie, Israel/Palestine has functioned as one since around 1967, when the U.S. finally granted support to Israel and in kind, the Soviets and China backed the PLO/PFLP, etc. and there's no coincidence that every almost every relevant military force on the Palestinian side currently is backed by Iran and some of their allies in both financing and arms.
This does not invalidate the struggle of the Palestinian people but as communists it's important to understand these patron-client relations within capitalism and how they may play out in the future when the conflict comes to an end.
