Soviet nukes they relinquished to the country they seceded from. Nukes they never had the release codes for. Which they gave up with assurances from the US/UK as well as Russia that their autonomy would be respected. The US proceeded to carry out a coup in the 2010s breaking that pact. That is what triggered the invasion of Crimea. That's what caused military build up and then another war.
The Soviet Union actually relinquished offensive capabilities in pursuit of economic relief from and peace with the west. We all know how that went. One of the things it led to was the Ukranian separatist movement. How did that work out?
