if i had to guess i think dragons gravitate toward valyrian blood in general, but it could easily be a situation where targaryens are the only dragonriders because they were the only ones in control of the dragons. i.e corlys theoretically could have bonded with a dragon but no one has access to dragons/dragon eggs except the targaryens
