Even if you don't believe the whole "suicide note" theory, it's very clear that Kanye wasn't in a good headspace based on the lyrics of that song. Whether he was actually going to kill himself or not, he literally says "it'll be a long time before you ever see me again" and that by itself is enough evidence that he was on the verge of disappearing from the public
I also don't think Kanye or anybody from his team should ever verify whether the suicide rumor is true...mostly because if you check the comments section under the video, it's a bunch of people talking about how they overcame suicidal thoughts and a lot of them used this song to help them recover. At this point the song and the suicide theory are larger-than-life and they should just stay that way because they seem to be having a positive impact on people. Confirming/denying the validity of the rumor would take away from how people have connected to the song.

Winter/Spring/Summer/Fall was announced like 2-3 weeks after 808s dropped but I think the concept was very short lived because by the time the Taylor Swift stuff happened, he was back to working on rap music.
The source for this is extremely flimsy, I remember reading it on some hip hop blog I've never heard of a long ass time ago
but apparently the first single for whatever that album was supposed to be was going to be released later that month, and the album would come in December. Obviously the VMA's put a stop to all of those plans.
